Bobby Watson was at the Blue Tree Water Park, in Phuket, with his brother Billy, seven, and parents William and Sumitra, 35, during Sunday afternoon.
His mother told police he had been running around by the water when he slipped and fell into the landing area of a flume.
Lifeguards tried to rescue the toddler and performed CPR on him by the poolside before an ambulance arrived.
The boy was then rushed to Thalang Hospital, but later died despite medics’ efforts.
Those at the scene described Bobby’s parents, who run a diving company in Phuket, as ‘very upset’ and said they had been ‘crying uncontrollably’ after the incident.
Police Captain Yanpatr Malai, from the Thalong district station, said: ‘They could not believe their son was gone.’
Officers had received a call from the water park at around 4.30pm to say that a young boy was unconscious after falling into a pool, which was around 120cm deep.
They described seeing many ‘shocked’ tourists gathered around the edge of the water.
Police Captain Yanpatr added: ‘The staff said that the boy had been brought from the bottom of the pool in an unconscious state.
‘He was given treatment at the scene and taken to hospital but died later.’
