The deposed leader's family earlier revealed he recently underwent surgery without giving details.
He ruled Egypt for 30 years before he was forced to step down on February 11, 2011 as a result of the Arab Spring revolution.
"Egypt and I shall not be parted until I am buried in her soil," he said at the time. He was arrested two months later.
He was eventually jailed for six years after facing trial in a litany of cases ranging from corruption to the killing of 239 protesters.
Mubarak - dubbed the Pharaoh by his detractors - was then freed in 2017 after he was cleared of the final murder charges against him.
Before becoming president, Mubarak was a commander in the Egyptian Air Force from 1972-1975.
