The two men can be seen sleeping under a bridge before they go up in flames.
One rough sleeper quickly crawls out of his make-shift bed and desperately tries to extinguish the blaze.
The perpetrators then get in their car and fled the scene.
The incident took place in the neighbourhood of Mataderos, near Buenos Aires City, local police confirmed.
Investigators said the attack happened in early May despite the images and video only emerging today.
One of the victims was identified as 38-year-old José Luis Pallaoro. He was treated at the Hospital Municipal de Quemados with various burns on his body, according to the officials.
The second victim, who has not been named, reportedly walked to the same hospital with burns on his face and arms. He was discharged a few days later.
Police are now hunting the culprit and his accomplice who filmed the attack.
A local mechanic told reporters he believed the attacker is 'the child of a businessman' who 'cannot tolerate people sleeping in the street'.
He added that the victims, who he said were Venezuelan, were 'good people' and did not hurt anybody.
